In Unity, you can push colors beyond rgba 1.0, but you cannot in CC. It seems CC bloom operates after tone mapping. If you read the docs for Unity, you will see it should be before. " Make sure that Bloom should be applied before Tonemapping as otherwise all high ranges will be lost.
