FBX importer rewritten for Godot 3.2.4 and later

Clay John for helping fix the Z-fighting issue with transparent layers from FBX in the NVIDIA bistro, and for doing the fix in the upstream engine <3. Finish porting the rewrite to Godot 4.0 (we we use the 3.2 Locator bones. Fix bugs in the beta phase, we expect them.
